Positive Public Attitudes in Georgia

In November 2013, CRRC conducted a survey on public attitudes in Georgia for the National Democratic Institute (NDI), with funding from the Swedish International Development Cooperation Agency (SIDA). The survey shows that Georgians are generally positive about the direction in which their country is going, the state of democracy in Georgia, and the current ruling coalition. Rural residents are even more positive than urban residents, and supporters of the Georgian Dream coalition (currently the majority force in parliament) have a more positive outlook than supporters of the previous ruling coalition, the United National Movement (UNM).

The November 2013 survey was the latest in a wave of surveys that CRRC conducted for NDI in November 2012 and March, June and September 2013, thus allowing for a comparison of attitudes over the last year. Overall, Georgians feel there has been improvement on a host of issues ranging from affordable healthcare and freedom of speech to the availability of kindergartens in the country. In fact, Georgians have a positive outlook for 28 out of the 32 issues examined. For instance, 66% of Georgians believe the situation regarding pensions has improved since October 2012. 44% think affordable healthcare has improved (3% believe that it has worsened), and 31% feel that media independence has improved (1% believe that it has worsened).

53% of Georgians also feel that Georgia is definitely or mainly going in the right direction, compared to 9% who say it is mainly or definitely going in the wrong direction. This positive response has increased from 39% in September 2013. There are also different perceptions of this question based on settlement type. Georgians living in rural areas have a slightly more positive outlook about the direction Georgia is going in (57%), than those living in urban areas (50%). Additionally, Georgian Dream supporters are more positive (67%) than UNM supporters (28%) on this question.

Overall, Georgians feel more positive about the state of democracy in Georgia than in the previous survey wave. When asked whether Georgia is now a democracy, 54% of Georgians respond affirmatively, up from 44% in September. Georgian Dream supporters are more positive about Georgia’s state as a democracy (64%) than UNM supporters (39%). However, when given a range of qualifications for democracy in their country, Georgians give more varied responses, as seen below:

Concerning the voting process, Georgians appear to have few concerns. The majority of Georgians said they did not encounter any problems with the voters’ lists on election day (97%), felt they had enough information about where to vote (95%), and thought they had enough information about voting procedures to vote without difficulty (94%). Also, a majority felt that the 2013 presidential election was well conducted (89%), compared to the 3% who thought it was falsified.

Finally, Georgians are also positive about the current government. 73% of Georgians completely or somewhat agree that the current government is making changes that matter to them, with 80% of rural Georgians and 85% of Georgian Dream supporters saying the same. In contrast, 24% of Georgians completely or somewhat agree that if the parliamentary opposition were in charge they would make the changes that matter to them, though 69% of UNM supporters completely or somewhat agree.

Thus, the November 2013 survey shows that, overall, Georgians feel positive about the direction in which Georgia is going, the state of democracy in the country, and the current ruling coalition.

The Population of Georgia on "good citizenship"

Although many people agree that being “a good citizen” is important, there is a great variety of ideas on what being “a good citizen” means. CRRC’s 2013 and 2015 Caucasus Barometer (CB) surveys asked respondents to rate the importance of the following seven qualities for being “a good citizen”: always obeying laws, supporting the government on every occasion, voting in elections, following traditions, volunteering, helping people who are worse off than themselves, and being critical towards the government. Emigration, Language, and Remittances in Georgia

As discussed in a recent blog post, household incomes in Georgia have risen steadily since 2008. Georgians Have High Hopes but Little Information about the Association Agreement with the EU

The Wave of the Future: Optimism, Pessimism and Fatalism in Georgia

A recent CRRC regional blog post analyzed the presence of fatalism in Georgia. Do Armenians Still View Integration with the EU as Part of a Positive-Sum Game?

On September 3rd 2013 Armenian President Serzh Sargsyan surprised many observers, including some in his own government, when he announced that Armenia would sign an agreement with Russia to join the Eurasian Customs Union (ECU) and spurn a long-negotiated Association Agreement (AA) with the European Union. Robert Putnam’s 1993 work Making Democracy Work: Civic Traditions in Modern Italy marked a seminal moment in the development of institutionalism. Putnam’s exhaustive study of the relationship between the governed and governing in the Italian regions contained the discovery that public opinion provides an accurate picture of actual government performance: “The Italians’ gradually increasing satisfaction with the regional governments … corresponded to real differences in performance,” and in each region Putnam’s measurement of performance was “remarkably consistent with the appraisals offered by the regional attentive public and by the electorate as a whole.”

Exploring Azerbaijani Views on Alternative Energy

We have written previously about the World Public Opinion project of the Program on International Policy Attitudes at the University of Maryland. The project has recently released interesting data on energy issues based on the poll conducted in 21 countries. According to the WorldPublicOpinion.org publication, the majority of Azerbaijanis favor alternative energy development. 64% (compared to 77% average of 21 world countries) think that solar and wind power should be promoted more strongly in the country. Increasing the energy efficiency of buildings is also favored, while opinions split on the expansion of coal/oil-fired and nuclear power plants.

Back to the USSR? How poverty makes people nostalgic for the Soviet Union

A recent CRRC/NDI survey asked whether the dissolution of the Soviet Union was a good or bad thing for Georgia. People’s responses were split almost evenly: 48% reported that the dissolution was a good thing, whereas 42% said it was a bad thing for the country. Such a close split raised questions in the media about why people took one view or another.

Who makes political decisions in Georgia: What people think

Bidzina Ivanishvili resigned from the post of prime minister of Georgia on November 20th 2013, and in his own words, “left politics“. Speculation about his continued informal participation in the political decision-making process began even before he resigned and still continues. Visa liberalization: How much do people in Georgia know about the conditions of visa-free travel to the EU?

Was the population informed about the constitutional reform in Georgia?

After 10 months of discussions, the parliament of Georgia adopted amendments to the constitution of the country on September 29th and overrode the president’s veto on October 13th, 2017. The most widely discussed amendments are about rules for electing the president, self-governance principles, the definition of marriage, the sale of agricultural land to foreigners, the minimum age of judges and the country’s foreign policy  orientation. Because of the importance of the amendments, one would expect a high level of awareness among the population. However, despite the public meetings held and media coverage of the issue, according to the CRRC/NDI survey from June 2017, a majority of the population of Georgia was not aware of the constitutional reform process.

2016 წლის 1-13 დეკემბერს CRRC-საქართველომ ჩაატარა საქართველოს სრულწლოვანი მოსახლეობის სატელეფონო გამოკითხვა. ალბათ, არავის გაგვიკვირდება, რომ საქართველოს მოსახლეობა ახალი წლის შეხვედრის დამკვიდრებულ ტრადიციებს მიჰყვება. დიდი უმრავლესობა (73%) ახალი წლის შეხვედრას საკუთარ სახლში აპირებს, 9% კი - მეგობრის ან ნათესავის სახლში. ახალი წლის შეხვედრა ღია ცის ქვეშ, რესტორანში ან კაფეში ჯერ კიდევ არ სარგებლობს პოპულარობით, მოსახლეობის მხოლოდ ერთი პროცენტი გეგმავს ამას. 15 პროცენტს კი დეკემბრის პირველ ნახევარში ჯერ არ ჰქონდა გადაწყვეტილი, სად შეხვდებოდა ახალ წელს.

მსოფლიოში მედიასაშუალებების პოლარიზაციის შედეგად ადამიანები ახალ ამბებს უფრო მეტად იმ წყაროებიდან ეცნობიან, რომლებიც ყველაზე მეტად ეხმიანება მათ იდეოლოგიურ შეხედულებებს. კონკრეტული იდეოლოგიის გამტარებელი მედიასაშუალების მოხმარება კიდევ უფრო ამყარებს მაყურებლის შეხედულებებს, რაც აუდიტორიის მეტ პოლარიზაციას იწვევს. მნიშვნელოვანია, რომ მედიის მკვლევრები ამას ისეთი განსხვავებული კონტექსტის მქონე შემთხვევების მაგალითზე აღწერენ, როგორებიცაა ამერიკის შეერთებული შტატები და ლიბანი. როგორც ჩანს, ეს ტენდენცია არც ქართული მედიისთვისაა უცხო. 2017 წლის დეკემბერში „CRRC-საქართველოს“ და „ეროვნულ-დემოკრატიული ინსტიტუტის (NDI)“ მიერ ჩატარებული კვლევის შედეგებიდან ირკვევა, რომ საქართველოს მოსახლეობაც შერჩევითად ენდობა იმ მედიასაშუალებებს, რომლებიც მათ პოლიტიკურ შეხედულებებს შეესაბამება.

მკვლელობა ხორავას ქუჩაზე: მოსახლეობის ცოდნა და დამოკიდებულება სასამართლოს გადაწყვეტილების მიმართ

2017 წლის დეკემბერში თბილისში ხორავას ქუჩაზე ორი სკოლის მოსწავლე მოკლეს. 2018 წლის 31 მაისს თბილისის საქალაქო სასამართლომ ამ საქმეზე გადაწყვეტილება გამოიტანა. აღნიშნულ გადაწყვეტილებას საპროტესტო აქციები მოჰყვა, რომელსაც ერთ-ერთი მოკლული მოსწავლის მამა, ზაზა სარალიძე ჩაუდგა სათავეში.

სასამართლოს გადაწყვეტილების შესახებ საქართველოს მოსახლეობის ცოდნისა და დამოკიდებულების დასადგენად CRRC-საქართველომ 2018 წლის 19-26 ივნისს ჩაატარა სატელეფონო გამოკითხვა. გამოკითხვა ჩატარდა ევროკავშირის მიერ დაფინანსებული პროექტის „სასამართლო რეფორმის განხორციელების მხარდაჭერა“ ფარგლებში და გამოიკითხა საქართველოს სრულწლოვანი 1005 მოქალაქე. მონაცემები საქართველოს მოსახლეობის წარმომადგენლობითია. ცდომილების ზღვარი საშუალოდ 2.8 %-ის ტოლია.

საქონლის მოვლა-პატრონობა საქართველოს სოფლებში: გენდერული განსხვავებები

2017 წლის აგვისტოში CRRC-საქართველომ გაეროს სურსათისა და სოფლის მეურნეობის ორგანიზაციისთვის (FAO) ჩაატარა გამოკითხვა, რომელიც შეეხებოდა საქართველოს სოფლებში მცხოვრები ოჯახების მიერ მსხვილფეხა და წვრილფეხა საქონლის ფლობას და საქონლის მოვლის პრაქტიკას. საქართველოში ოჯახებს ყველაზე ხშირად ძროხები და ხარები ჰყავთ. კვლევაში დასმული კითხვების გარკვეული ნაწილი ეხებოდა ქალებსა და კაცებს შორის საქონლის მოვლა-პატრონობასთან დაკავშირებული საქმეების განაწილებას. სხვა შეკითხვები მიზნად ისახავდა, გაერკვია, არსებობს თუ არა გენდერული განსხვავებები საქონლისა და საქონლის პროდუქტებთან დაკავშირებული გადაწყვეტილებების მიღების დროს.

Budget priorities are similar to people's spending priorities

Georgia’s state budget amounted to GEL 12.5 billion in 2018.  The Ministry of Labor, Health and Social Affairs; Ministry of Regional Development and Infrastructure; and Ministry of Education and Science had the largest appropriations at 28.2% (GEL 3.528 billion), 14.5% (GEL 1.815 billion), and 9.5% (GEL 1.186 billion) of the budget, respectively. In the 2018 June CRRC/NDI survey, respondents were asked, “What are your top three priorities for spending, understanding it means cutting elsewhere?” Respondents were provided with a show card and allowed to name up to three answers. This blog post looks at whether responses match up with actual spending, and how priorities vary among different demographic groups.

მიუხედავად ფინანსური ხარჯისა, საქართველოს მოსახლეობა მხარს უჭერს ავტომობილების ტექნიკური დათვალიერების შემოღებას

How citizens evaluate the performance of the state is often a reasonable proxy for its performance. In Georgia, evaluations of public institutions are mixed. While a number of social and demographic variables are associated with people’s perceptions of state performance, so too are people’s attitudes towards political parties and politicians. This shows once again how politics is personalized in Georgia.

What divides and what unites Georgian society?

The last year has seen a number of conversations about polarization in Georgia. The President of the European Council, Donald Tusk, even commented on the issue in his Batumi speech.  One of the components of polarization, though not the sole factor, is division in society over actors, issues, and institutions.

While many things could divide the public, what do the people think and which groups report more and fewer sources of division? The April 2019 NDI-CRRC poll suggests that there are fewer perceived reasons for division in rural areas and among ethnic minorities.

საკონსტიტუციო ცვლილებებისა და საქართველოს ორგანულ კანონში შესული ცვლილებების შედეგად, უზენაეს სასამართლოში მოსამართლეთა მინიმალური რაოდენობა 28-მდე გაიზარდა. გარდა ამისა, მოსამართლეობის 10-წლიანი ვადაუვადო დანიშვნის წესით შეიცვალა და პარლამენტის წინაშე მოსამართლეობის კანდიდატების ნომინირების უფლება იუსტიციის უმაღლეს საბჭოს გადაეცა. შესაბამისად, იუსტიციის უმაღლესმა საბჭომ უზენაესი სასამართლოს მოსამართლეობის კანდიდატების შერჩევის პროცესი დაიწყო და 2019 წლის სექტემბრის დასაწყისში გამოაქვეყნა იმ 20 კანდიდატის სია, რომელიც პარლამენტს წარუდგინეს დასამტკიცებლად. კანდიდატებთან გასაუბრება პირდაპირ ეთერში გადაიცემოდა. შერჩევის პროცესი ქართულმა მედიამ საკმაოდ ფართოდ გააშუქა.

How many cars are there in Tbilisi’s streets?

People in Tbilisi often talk about the growing number of vehicles and problems associated with them. According to NDI and CRRC public opinion surveys, every third Tbilisi resident considers traffic, every fifth parking, and every other pollution among the most important public goods related issues in the city. These issues clearly relate to the cars on Tbilisi streets. Yet, a basic fact that could help inform policy to address these issues – how many cars drive on Tbilisi’s streets – is unknown, with different data sources indicating sharply different estimates.

Government employees assess the work of the government better than the general public

The outlook in Georgia continues to be increasingly pessimistic, with more people reporting that the country is heading in the wrong direction. Similarly, performance assessments of government institutions have been on the decline in recent years. As recent CRRC analyses have highlighted, party identification, attitudes towards individual politicians, ethnicity, and Georgian language proficiency among ethnic minorities are associated with attitudes towards government. Analysis of the July 2019 CRRC and NDI survey suggests that working for the state is also associated with performance assessments. However, government employees in poor households and those in Tbilisi rate government performance significantly worse.

უკვე სამი წელიწადია, რაც საქართველოს მოქალაქეებს შენგენის ზონაში უვიზოდ მიმოსვლა შეუძლიათ, რაც რამდენიმეწლიანი დიალოგისა და პოლიტიკის რეფორმის შედეგია.  მიუხედავად გასული დროისა და ევროკავშირის მიერ დაფინანსებული საინფორმაციო კამპანიის ჩატარებისა, ამ პროგრამის ამოქმედების შემდეგ საზოგადოების ცოდნა ევროკავშირში უვიზო მიმოსვლის მოთხოვნების შესახებ დაეცა. ამას მოწმობს 2019 წელს CRRC-საქართველოს მიერ ჩატარებული კვლევა ევროკავშირის მიმართ დამოკიდებულებებისა და ცოდნის შეფასების შესახებ. ამავე პერიოდში გაიზარდა საქართველოს მოქალაქეთა რიცხვი, ვინც ევროკავშირის ქვეყნებში არ შეუშვეს. მხოლოდ 2018 წელს ოთხ ათასზე მეტი ასეთი შემთხვევა დაფიქსირდა, რაც 2017 წლის მონაცემებს აღემატება.

საქართველოში კლებულობს ოპტიმიზმი ევროკავშირში გაწევრიანებასთან დაკავშირებით

საქართველო ევროკავშირში გაწევრიანების კანდიდატი ქვეყანა ჯერ არ არის, თუმცა, ევროკავშირში გაწევრიანება მთავრობის გაცხადებულ მიზანს წარმოადგენს. 2019 წლის გაზაფხულზე, CRRC-საქართველოს მიერ ჩატარებული კვლევის მიხედვით (ევროკავშირის მიმართ დამოკიდებულება და ცოდნის შეფასება), ხვალ რომ რეფერენდუმი ტარდებოდეს, საქართველოს მოსახლეობის 71% მხარს დაუჭერდა საქართველოს ევროკავშირში გაწევრიანებას. მხოლოდ 10% იქნებოდა ამის წინააღმდეგი და 7% საერთოდ არ მიიღებდა მონაწილეობას რეფერენდუმში. მიუხედავად იმისა, რომ ქვეყანაში ევროკავშირში გაწევრიანების მხარდაჭერა აშკარად მაღალია, ხალხი პესიმისტურად არის განწყობილი იმის მიმართ, თუ რა დრო დასჭირდება საქართველოს ევროკავშირში გასაწევრიანებლად.
