CRRC-საქართველოს პოლიტიკის ნარკვევები საჯარო პოლიტიკის მოკლე დოკუმენტების სერიაა, რომელიც საქართველოს წინაშე მდგომ სხვადასხვა გამოწვევასა და საკითხს ეხება. საჯარო პოლიტიკის მოკლე დოკუმენტები მონაცემთა სიღრმისეულ ანალიზს ეფუძნება და ინფორმირებული გადაწყვეტილებების ხელშეწყობას ისახავს მიზნად.

თბილისელ ამომრჩეველთა დემოკრატიული ორპირობა

რამდენიმე ახალი კვლევა პოლიტიკის მეცნიერებაში დემოკრატიული ორპირობის იდეას სწავლობს, რაც გულისხმობს იმას, რომ ხალხი დემოკრატიულ ნორმებს მხოლოდ იმ შემთხვევაში უჭერს მხარს, თუკი მათი სასურველი პარტიაა ხელისუფლებაში. არსებული სამეცნიერო ლიტერატურის მიხედვით, ამგვარი პრობლემა როგორც კონსერვატიული, ასევე ლიბერალური პარტიების მხარდამჭერებში არსებობს. კვლევები ამ ფენომენს ძირითადად განვითარებულ დემოკრატიებში სწავლობს, წინამდებარე პოლიტიკის ნარკვევი კი ჰიბრიდულ რეჟიმში არსებულ დემოკრატიული ორპირობის ფენომენს ეხება. კვლევა საზოგადოებრივი გამოკითხვის ფარგლებში ჩატარებულ ექსპერიმენტს ეყრდნობა და ამბობს, რომ საქართველოს დედაქალაქში მცხოვრებ ამომრჩეველთა მნიშვნელოვან ნაწილში დემოკრატიული ორპირობა შეინიშნება.

აივ ინფექციის თვითტესტირების წახალისება საქართველოში

აივ ინფიცირება მზარდია. გარდა იმისა, რომ ეპიდემიური გავრცელება კონცენტრირებულია მოსახლეობის ახალგაზრდა ჯგუფებში, განსაკუთრებით კი კაცებს შორის, რომლებსაც ინტიმური კავშირი აქვთ კაცებთან, ქვეყანაში ინფიცირება ასევე მატულობს ჰეტეროსექსუალური გზებითაც. ამასთან, ტესტირება საქართველოში სტიგმასთანაა დაკავშირებული, განსაკუთრებით იმის გათვალისწინებით, რომ კონფიდენციალურობის შენარჩუნება პრობლემურია. წინამდებარე კვლევაში ასახულია სამი რანდომიზებული კონტროლირებადი ექსპერიმენტის შედეგები, რომლებიც არსებული გამოწვევის დაძლევას ისახავდა მიზნად. პირველი ექსპერიმენტის ფარგლებში, მკვლევრებმა შეისწავლეს თუ რომელი მესიჯი გამოიწვევდა უფრო მეტ ინტერესს აივ თვითტესტირების მიმართ და თვითტესტების შეკვეთას. მეორე ექსპერიმენტი გულისხმობდა არსებული მესიჯების გაუმჯობესებას და შემდეგ მათი ეფექტიანობის გაზომვას. მესამე ექსპერიმენტის მიზანი იყო აივ თვითტესტების შეკვეთის პროცესის გამარტივება წინა ორი ექსპერიმენტისას გამოყენებული ტოპ მესიჯების მეშვეობით. ჯამში, მესიჯების ნახვების რაოდენობა რამდენიმე ასეულ ათასს აღწევს. მესიჯები, სულ ცოტა, ყოველი ხუთიდან ერთმა 18-34 წლის საქართველოს მოქალაქემ ნახა. მთლიანობაში, კვლევამ აჩვენა, რომ ყველაზე ეფექტური იყო მესიჯი, რომელიც მონაწილეებს iPhone-ის გათამაშებაში ჩართვას სთავაზობდა. თვითტესტების შეკვეთის გამარტივებული პლატფორმის ექსპერიმენტის შედეგად გაიზარდა შეკვეთების რაოდენობა, რაც მიანიშნებს ნაკლები ინფორმაციის მითითების საჭიროებაზე. ექსპერიმენტების ფარგლებში გაწეული ხარჯები თითო შეკვეთაზე 2.66 აშშ დოლარს შეადგენს, რაც მნიშვნელოვნად უფრო იაფია, ვიდრე ამ დრომდე აივ თვითტესტირების პოპულარიზაციისკენ მიმართული საერთაშორისო ღონისძიებების ღირებულება.

The importance of remitatances for Georgian households

A common coping strategy for dealing with Georgia’s difficult economic situation is emigration. Approximately three in four of Georgian families report they have a close relative abroad and one in five receives remittances. The data analysis presented in this brief shows that households in urban areas, ethnic minorities, and those without children are significantly more likely to have relatives abroad. Households with children are more likely to receive remittances if they have a family member abroad, while households with a larger number of adults are less likely to receive remittances. A quasi-experimental matching analysis shows that these remittances significantly increase household well-being.

How did the 2020 Parliamentary elections affect the spread of Covid-19?

COVID-19 has led to over 8,000 deaths in Georgia. The data analysis presented in this policy brief suggests that between 1,250 and 1,450 COVID-19 deaths and between 100,000 and 140,000 cases of COVID were likely attributable to the October 2020 parliamentary elections. Georgia’s COVID-19 case counts and deaths attributable to COVID-19 did not return to the levels that would be expected in the absence of an election for two to three months following the elections. This is demonstrated through the use of synthetic controls models, a rigorous quasi-experimental research method. The increase in cases is despite the fact that the Central Elections Commission put in place preventative measures at polling stations to prevent the spread of COVID-19. With local elections coming on October 2 and the country coming out of the worst wave of the pandemic it has experienced to date, policy makers and the Central Election Commission should have added focus on the safe conduct of elections. At the same time, citizens should be encouraged to engage responsibly in the vote. This brief takes no position on whether or not elections should be delayed. Instead, it aims to encourage voters and the government to focus efforts on holding safe elections.

Adopting car alternatives: who needs encouragement?

People talk about there being too many cars in Tbilisi. Traffic jams, a lack of parking, and high levels of air pollution are all perceived to be common issues. Yet, the data suggest that despite the scope of car-related issues, the number of cars in Tbilisi is still far fewer than in European cities of similar size. However, with continued economic growth, the number of cars (and scale of the problems) in the city streets will continue to grow. This suggests the need for policy interventions to prevent the situation surrounding cars, which people are already unhappy with, from getting worse moving forward. As international experience shows, the successful interventions encourage car-users to shift to more efficient mobility alternatives, including walking. The data shows that a significant share of car rides are made at short distances and potentially can be substituted with walking or cycling. The data help identify the population groups who use cars at short distances and need to be encouraged to use other modes of transportation, which include men residents of Tbilisi’s central districts, the employed, individuals with higher incomes, and parents.

Are Georgian voters polarized?

Talk about political polarization in Georgia is simple to find. One report went so far as to claim that Georgia was among Europe’s most polarized countries. Yet, few actually test these claims against data. This brief tests whether two key characteristics of political polarization among the general public are present. The first is division of society into two political groups. The second is that the two political groups have different policy preferences. The data provide little evidence of either. Indeed, the only thing that divides supporters of the Georgian Dream and United National Movement is the explicitly political, such as partisan victories and politicians themselves. This leads to the conclusion that while there is division in society, there is little political polarization.

Online markets for illicit drugs in Georgia

This document presents the findings of a six-month study into online markets for illicit drugs in Georgia. It examines Matanga, a cryptomarket platform that facilitates the anonymous sale of drugs in Georgia and countries of the CIS. It finds a diverse and active marketplace with 16 unique substances listed for sale in the country, generating nearly 1.6 million USD in revenue over a 194-day period.

Child Marriage in Georgia: Economic and Educational Consequences

Child marriage remains a persistent problem in Georgia, with approximately 14% of the adult female population married under the age of 18. The trend has remained stagnant, with no statistically significant changes in the rate of underage marriage over the last 70 years. This represents a clear social and public health issue. In addition to well-documented social and health-related issues relating to underage marriage, this study shows that the practice is associated with worse economic outcomes for women who marry underage. Negative outcomes appear to stem from the lower levels of education women who marry underage attain. Although the primary goal of policy on underage marriage should be its elimination, the data suggests clear policy options to alleviate the economic harm women who have married underage experience.
