Testing Mobile Innovation in our Surveys

In running an election-day survey (not an exit poll, which we are not so enthused about), we have decided to attempt something new: we are now aggregating the information via SMS. This gives us the information in real time, and the data will be available for immediate analysis the moment the last SMS has been received. On the image below you see how this looks on our screen. Interviewers send in a code response where letters (A, D, G, and so on) signify the question number, and the numbers are the response chosen. So the letter M, for example, stands for the question "Did you, or anyone from your family, have any problems with the voter’s list?", and "3" stands for "no".



To be sure, this only works with short questionnaires, and has forced some compromises in the answer options, which we have to keep simple. However, it is an interesting step forward. While there are solutions with Personal Digital Assistants, these are expensive and would make our interviewers walk around with expensive, possible distracting gadgets. So SMS seems a good alternative for now. Implementing this project ended up being a lot of work: creating a Virtual Private Network connection with the main mobile providers (Magti and Geocell both were helpful), programming the software to disaggregate messages, writing manuals, training interviewers, testing whether it all works, building redudancies so that it becomes a robust system, and creating a system for checking errors. Errors are flagged automatically in red (see below), and we call back interviewers to correct.




We are also trying this SMS technology with the election monitors of ISFED, since this offers a rapid way of aggregating their results. At this point this is run as a pilot, to test the technology, and how it is adopted by monitors. Parts of the software have been provided by the National Democratic Institute, and the Open Society Foundation Georgia has generously funded this effort. A lot of effort has been invested by the entire team, but especially by Irakli Naskidashvili, Tbilisi's IT wizard, and Jonne Catshoek, our Crowdsourcing Project Manager.
 
This will all happen today, and we will let you know how it worked, and where we want to take these applications in the future. One of the great things at CRRC is that we have this chance to goof around and try new things.

What do CB interviewers’ ratings of respondents’ intelligence tell us?

CRRC’s Caucasus Barometer (CB) surveys regularly collect information about how the interviewers assess each of the conducted interviews – so called paradata that provides additional insight into the conditions surrounding the interviews (e.g., whether someone besides the respondent and the interviewer was present during the face-to-face interview), as well as interviewers’ subjective assessments of, for example, level of sincerity of the respondents.

Before and After the Elections: Shifting Public Opinion in Georgia

Ask CRRC: what does the public actually know?

A recent poll by the Pew Research Center showing that 18% of Americans think that US President Barack Obama is Muslim, and that a further 43% respond that they don't know what religion the President practices, has raised discussions about the level of political knowledge in democracies. Indeed, Newsweek has published a slideshow showing dumb things that Americans believe.

Parliamentary Elections in Georgia | ODIHR Observation

With today's elections in Georgia, various themes come to mind. Certainly, elections have come a long way: by now, the Georgian government employs a series of highly qualified consultants, including Greenberg Quinlan Rosner of Clinton-fame, plus a Brussels-based PR firm, as well as working with experienced teams from the Baltics. This, then, is no longer the game of the 1990s, or 2003. Election observers know that they in turn will be observed, and maybe that's how it should be.

McCain vs Obama: Caucasus preferences


So here's something that we are a little puzzled about. The Economist is undertaking a poll to see which American Presidential candidate is favored by the world. In a very blue worldwide map, rooting for Obama, two noticeable yellowish spots, Macedonia and Georgia. McCain, of course, is popular in Georgia for having said "Today we all are Georgians" during the recent conflict.

World Public Opinion: Azerbaijan in Focus

World Public Opinion is the initiative of the Program on International Policy Attitudes (PIPA) of the University of Maryland that explores public opinion on a variety of topics in 25 countries across the globe, including Azerbaijan, the only South Caucasus country represented in the survey. Russia and Ukraine are the other two former USSR countries that the project includes.

CRRC’s previous blog posts have shown that the population of Georgia had rather moderate expectations of the recent visa liberalization with the Schengen zone countries, especially when it comes to the question of how much ordinary people will benefit from it. Europe Foundation’s latest survey on Knowledge of and Attitudes towards the European Union in Georgia, conducted in May 2017, provides a more nuanced understanding on how people in Georgia feel about this process and to what extent they are familiar with the conditions of visa liberalization.

Perceptions of professionalism, corruption, and nepotism in local government

Professionalism, honesty, and fair competition are important in any institution. Yet, incidents involving corruptionnepotism and/or a lack of professionalism are sometimes reported in the Georgian media when the work of local government bodies is covered. How does the public perceive local government? This blog post describes data from the June 2017 CRRC/NDI survey, which show that a majority of people in Georgia thought that there were problems with nepotism and a lack of professionalism in local government. Moreover, roughly half of the population thought that their local government also faces a problem with corruption.

Gender (in)equality on TV

Stereotypes are an inseparable part of every society, and present in many parts of everyday life. Georgian society is no exception in this regard. For example, some professions like teaching are stereotypically thought of as “women’s professions” while others like being a soldier are considered “men’s professions”.  The media is considered one of the strongest means through which stereotypes are strengthened or broken. In Georgia, TV is the most important media, given that according to CRRC/NDI data, 73% of the population of the country name television as their primary source of the information. In order to understand the dynamics around gender-based stereotypes on TV, CRRC-Georgia monitored the main evening news releases and political talk shows broadcast during prime time (from 18:00 to 00:00) on five national and three regional channels from September 11 to November 12, 2017 (Channel One of the Public Broadcaster, Adjara, Rustavi 2, Imedi, Maestro, Trialeti, Gurjaani, Odishi) with the support of the UN Joint Program for Gender Equality with support from UNDP Georgia and the Swedish government.

Georgian voters: personalities, policies, or a bit of both?

While personality in politics matters greatly for the Georgian public, data from this year shows that for Georgian Dream and United National Movement voters, policy is still important. 


A recent 
CRRC Georgia policy brief argued that what was really dividing Georgians politically was personalities rather than policies. Data from the August 2020 CRRC and NDI survey provides further evidence for this idea. 


However, the data also shows a difference between Georgian Dream (GD) and United National Movement (UNM) voters in terms of policy preferences and that economic policy is the most important issue for a plurality of voters.

Political campaigning in Georgia: informing or mobilising?

Political campaigning takes a wide range of forms, from digital advertising to door knocking. Generally, campaigning is believed to both mobilise voters to actually go out to vote as well as win over voters, but which is most relevant in Georgia?


Data from the 
August CRRC Georgia and NDI public opinion poll indicate that people who wanted to be contacted by campaigners also appeared more partisan than others. This may suggest that campaigning in Georgia will be more effective at turning out partisans than persuading the undecided.
