The objective of the research project was to provide data to serve as a base for the Eurasia Foundation to prepare a multi-year access to justice program in Central Asia (more specifically Kazakhstan, Kyrgyzstan and Tajikistan). The program was supported by the Ministry for Foreign Affairs of Finland under its wider Europe Initiative. The research focused on access to justice from the point of view of citizens.

It consisted of extensive desk research, expert interviews, a large representative survey (covering all three countries) and focus groups in order to provide a more detailed view of the problems facing women and youth.
