Trust in institutions in the South Caucasus – generating a combined score
Notably, women are slightly more trusting than men in each country. Trust also varies by settlement type and a clear pattern emerges when looking at Armenia and Georgia – trust in institutions is highest in rural settlements followed by urban settlements and the capital. Even in institution distrusting Armenia, the rural population comes in with an almost positive trust score of -0.1. In Azerbaijan, rural settlements still exhibit the highest levels of trust in institutions, but in Baku there is a slightly higher level of trust than in other urban settlements.
No clear cross-country pattern can be observed as regards trust in institutions by age, but each country does have its own distinctive pattern in this respect. In Armenia, the youngest age group is most trusting of institutions – a possible sign of optimism among the youth. Trust decreases with age in Armenia. In Azerbaijan, trust in institutions is slightly lower in the younger age groups and highest in the oldest one. In Georgia, the youngest and oldest age groups report more or less similar levels of trust (3.2 and 3.0 average scores respectively), with the middle age group (36-55 year olds) reporting trusting institutions most.
In the three South Caucasus countries, the overall trust in social and political institutions is lowest in Armenia. In each country, women express slightly more trust than men, and rural residents report the highest trust. In Azerbaijan, the elderly have the most trust in institutions and in Armenia the least.

Three months before the 2016 Parliamentary elections: Trust in the Central Election Commission and election observers in GeorgiaThe June 2016 CRRC/NDI Public attitudes in Georgia survey, conducted three months before the Parliamentary elections, provides interesting information about trust in the Central Election Commission (CEC) and election observers, both local and international.
During Sargsyan’s incumbency, dissatisfaction with government grew and support for protest increasedSerzh Sargsyan, formerly the President and then Prime Minister of Armenia, resigned from office on April 23rd, 2018, following 11 days of peaceful protest. Over the past 10 years, which coincide with Sargsyan’s time in office, Armenians were increasingly dissatisfied with their government. At the same time, the country witnessed growing civic engagement, with “youth-driven, social media-powered, issue-specific civic activism,” referred to as “civic initiatives”. CRRC’s Caucasus Barometer data from 2008 to 2017 reflect both these trends.
The Caucasus Barometer survey regularly asks people, “Which of the following statements do you agree with: “‘People are like children; the government should take care of them like a parent’ or ‘Government is like an employee; the people should be the bosses who control the government.’” Approximately half of the population of Georgia (52%) agreed in 2017 with the former statement and 40% with the latter. Responses to this question have fluctuated to some extent over time, but overall, attitudes are nearly equally split.
Selection of Supreme Court judge candidates: What people in Georgia know and think about the processFollowing the constitutional amendments and changes to the organic law of Georgia on common courts, the minimum number of judges at the Supreme Court increased to 28. At the same time, 10-year appointments were changed to lifetime tenures, and the High Council of Justice was given the authority to nominate candidates for parliamentary appointment. Following these changes, the High Council of Justice started the selection of Supreme Court judge candidates and in the beginning of September 2019 provided a list of 20 candidates to be submitted to the Parliament of Georgia for approval. Interviews with candidates were live streamed and the process enjoyed wide media coverage.
Public opinion polls suggest support for democracy is on the decline in Georgia, but does support for democracy correlate to support for liberal values?
An increasing number of Georgians view their country as ‘a democracy with major problems’, with CRRC’s Caucasus Barometer survey showing the share of people reporting this belief to have increased from 27% in 2011 to 48% in 2019.
In parallel to this growing scepticism towards the country’s democratic situation, surveys show a decline in the proportion of the population believing that democracy is preferable to any other kind of government, falling from 65% in 2011 to 49% in 2019.
